University Of Ibadan Keeps Mum Over Audit Report

The administration at the University of Ibadan has refused to comment on OS Professional Service financial audit report that revealed a series of acts of financial mismanagement at the institution. 
Our correspondent made several attempts to obtain a response from officials of the university, but his efforts were rebuffed in a hostile manner.
The audit report, which was made public by Saharareporters, exposed how the varsity disregarded fiscal policies in a number of its financial engagements between 2010-2015, the period covered by the audit.
On Friday, July 21, 2017, our correspondent visited the office of the University Bursar, Mr. Micheal Akinade Alatise, on a fact-finding assignment, but he was denied an interview with the bursar. Instead, Mr. Alatise and some other UI officers demanded to know how Saharareporters got the audit report. When our correspondent insisted that he could not divulge his source of such information, the Bursar refused to entertain any further interaction.
“If you cannot tell us where you got the report, then I cannot speak to you on the report,” Mr. Alatise said and walked away.
However, in separate interviews with other senior members of the University, our correspondent learned that one Professor E. Ayoola, a lecturer in the university's Mathematics department, has been appointed to lead an investigative committee that would investigate the report.
According to the OS professional service audit report, Mr. Ayoola, along the Vice Chancellor, Abel Olayinka, and twelve others were interviewed by OS Professional Service auditors.
The report, among many other findings, indicted Professor I. Adewole, the former Vice Chancellor whose tenure fell within the years of the audit. The report also named several other UI officials who failed to provide evidence on how touring advances they received was spent.
Mr. Adewole, who is now the country’s Minister of Health, and three others allegedly received $16, 400 as touring advance which was not properly accounted for.
“Contrary to the accounting manual provisions on Touring Advances which requires accountability for foreign travel funds to be made three months after the trip, we noted that several touring expenses incurred during the period under review lacked the appropriate accountability in form of copies of air tickets boarding passes etc,” the report said.
The audit also concludes that the institution had violated the Treasury Single Account (TSA) policy. In addition, the institution to have was yet to link its Unibadan Microfinance Bank Limited to the institution’s Bank Verification Number (BVN).
A member of the Non-Academic Staff Union (NASU), who spoke to our correspondent on condition of anonymity, said members of staff had been denied access to the monthly cooperative levy deducted from their salary.
He alleged that over N60 million had so far been deducted from salaries as cooperative levy but staff whose salaries were taxed have been denied the benefits of the deduction.
“They have been deducting money for cooperative but when we ask for the cooperative loan, the cooperative would tell us there's no money. We wonder where what they have been deducting from us went," he said.

Fire has engulfed several buildings inside the popular Kuje prison in the federal capital territory, Abuja.

According to reports, the fire reportedly started several hours ago and a group calling itself the Prisoners Against Injustice in Nigeria (PAIN) has claimed responsibility for the fire.

The group made the claim in a handwritten statement posted on the prison notice board before it was removed by the prison authorities as the group claimed the attack was meant to draw the attention of the world to the pathetic state of prisons and corruption within prison services.

The group said that in spite of the huge annual budgetary allocation to the Nigeria Prison Service, inmates must buy medicines through prison staff and seek funds to treat serious conditions in healthcare facilities outside the yard. Those who are unable to afford health services are left to their fate, with many dying.

No life was howver lost in the fire but the affected buildings are the moribund Clinic block, Custody 2, which is the congested home to 153 Awaiting Trial Inmates, Convicts block (custody 3) where 322 inmates are crammed into, and Custody 4, another Awaiting Trial block where additional 306 inmates are packed in like sardines

There is nothing new under the sun, goes a popular saying. In fact, the more things seem to change, the more they appear the same. From time immemorial, some people have spoken evil of leadership, cast aspersions on them, and generally portrayed themselves as scum of the earth. No matter how a country loves its leader, there will naturally be those that the Good Book calls "filthy dreamers" who "despise dominion, and speak evil of dignities." That is why as spokesman to President Muhammadu Buhari, I never respond to such people. Their type would always be around.
President Buhari has been indisposed since the beginning of the year. It is human, and presidents, despite their elevated status, remain human. If there is anybody who considers himself 100 percent healthy, or who bears what William Shakespeare calls "a charmed life," let that person stand up to be identified. All mortals are doomed to sickness, they can recover, and they can die. That is the truth that has been internalized by millions of people praying for the recovery of our President. And that is where the shallowness, vacuousness, and hollowness of people who wish the President dead, and carry unfounded rumors, is on stark display. Filthy dreamers. They speak evil of dignities, and despise dominion. But we forgive them, for they know not what they do. When President Buhari returns (as God would make him do) where would they hide their faces? In shame.
Now, I started by saying we would always have scumbags around. It is inevitable. They are the descendants of Shimei, the son of Gera, whom I want to introduce to you now.
Who is Shimei? Well, I met him on the pages of the Good Book, and he bears striking similitude to some people in our country today. The evil wishers, the hate monger, and those who spend their days conjecturing tragedy for leadership.
Absalom, the son of King David, had led an insurrection against his father. And the king of Israel fled, with some of his supporters in tow. As David got to a place called Bahurim, the Holy Bible records that Shimei, the son of Gera, a man of the family of Saul, came out, and started cursing the fleeing king. You don't kick a man that is down, goes a saying, but Shimei not only cursed David, he also threw dust and stones at him. It was a show of shame.
David had succeeded Saul as king of Israel. And Shimei was from the family of Saul (read, People's Democratic Party, PDP). Shimei hadn't forgotten the bloody nose the family of Saul got, when the kingship was taken away from them, and given to David. So when the latter got into a time of travail, no pity at all from people still smarting from bloody noses.
The All Progressives Congress (APC), inspired by Muhammadu Buhari, halted the 60-year pipe dream of PDP at the polls in 2015. Has the latter forgotten? No, they won't forget till forever. But so much is the animus, the antipathy towards the President that they wish him dead. While millions of Nigerians are praying, some elements are rejoicing, and imagining evil. But they forget: man is not God, and Jehovah always has the final say. The descendants of Shimei need to learn vital lessons from their forebear.

Heh, on a certain day, some people would come to prostrate, begging for mercy, asking President Buhari to forgive and forget. What will the President do? What did David do? Abishai said again to King David:"Let me bring down the head of this man, who cursed, and threw stones at you?"
But David said to Shimei:"Thou shall not surely die." And the king swore unto him.
But did Shimei live happily ever after? Old sins, they say, have long shadows. Before David died, he instructed Solomon his son, who succeeded him, not to forget to deal with Shimei. At least, David had kept his part of the bargain not to kill Shimei.
What did Solomon do? He restricted Shimei to Jerusalem, adding that any day he went out of the city would be his last on earth. Days, weeks, and months went by. Shimei remained gentle. But on a certain day, two servants belonging to him ran away to Gath, another city. Shimei saddled his horses, and led his men to bring back the servants. He had received mercy from David, but he couldn't show mercy to the servants. Mercy begets mercy.
The story was told to Solomon. Shimei has left Jerusalem. He went to Gath, contrary to your instructions. It was time for judgment. Solomon commanded that what Abishai had long wanted to do should be done to Shimei. And his head was brought down.
Will the descendants of Shimei repent, turn a new leaf, and become human? Will they recognize their own mortality? He that is unjust, let him be unjust still: and he that is filthy, let him be filthy still. He that is overtaken by hate, let him remain hateful still. Behold, I come quickly, and my reward is with me, to give to every man according as his work shall be.
Let the descendants of Shimei who have ears to hear please hear. There is recompense for evil, and there is also recompense for good.

The Chief of Army Staff Lt. General Tukur Buratai Has ordered Nigeria Army officers to capture the
factional leader of the Boko Haram sect, Abubakar Shekau, dead or alive within 40 days. According to a statement by the Army spokesperson, Sani Usman, Buratai gave the order to the Theatre Commander, Operation LAFIYA DOLE, Major General Ibrahim Attahiru yesterday July 21st.

- From our findings, security provision was ineffective at the match, thereby resulting in assault at the end of the match. Therefore, State Football Association is hereby called to live up to expectation in their responsibility in providing adequate and effective security in their subsequent matches as provided in article 1.7.1 of the rules book.
- Because clubs shall be held responsible for the behaviour of their supporters before, during or after any match as enshrine in article 22.9 of the rules book. The Bayelsa State Football Association in conjunction with Bayelsa Queens FC are to identify and produce the assailant(s) on or before 28th of July, 2017 to the Nigeria Women Football League Secretariat. Failure of which the league will have no option other take drastic measures on Bayelsa Queens FC.
- The assault on the Sunshine Queens FC player, Elizabeth Johnson was established as a result of fans encroachment into the field immediately after the final whistle of the game. This act attracts a fine of N2,000,000.00 (Two Million Naira) only to be paid by Bayelsa Queens FC before their next home game. The Nigeria Women Football League invokes article 27.1.3 of the rules book for this fine.
- That Bayelsa Queens FC should make a payment of N200,000.00 for continuous medical treatment of the injured player via Nigeria Women Football League.
- That Bayelsa Queens FC should pay the sum of N50,000.00 for the damaged video camera repair via the Nigeria Women Football League.
- The Match Commissioner failed in his responsibility in ensuring the security and safety of the away team as the team suffered total neglect after the match. Therefore, the Match Commissioner is being recommended to appropriate committee for appropriate sanction.

56 years man reman in prison for sex with his daughter

 



On Friday A Kano Magistrates court remanded suspect a 56 years old man Ibraim Mohammed in prison custody for having sexual intercourse  his daughter for 7 years
Ibrahim is standing trial on a two-count charge of procuring minor and incest.
According to the prosecutor, Inspector Aluta Mijinyawa, the accused began to sexually assault the girl in 2010 when she was just seven years old. He went on to say Ibrahim had been having sex with the minor since the death of her mother in 2010, adding, “the victim was seven year’s then, now a 14-year-old girl.”.
Mijinyawa further told the court that the girl the resisted her father who threatened to harm her which led her to report the father at Metro Police Station in Kano. The prosecutor said the offences contravened sections 275 and 390 of the penal code.The accused, however, pleaded not guilty to the charges. Chief Magistrate Fatima Adamu ordered the remand of the accused in prison custody and adjourned the case to September 12, 2017.

Nigeria’s Former Attorney General Olu Onagoruwa Is Dead

A former Attorney-General of Nigeria and human rights activist, Dr. Olu Onagoruwa is dead.  He died early Friday morning at the age of 80.
He was appointed the Attorney General and Minister of Justice of the Federal Republic of Nigeria in 1993 and was further appointed as the African representative to the body that drafted Ethiopia’s constitution in that same year.
Dr. Onagoruwa was also the Group Legal Adviser/ Company Secretary of Daily Times Nigeria for several years.
His core practice areas included Constitutional law, Legislative Matters, Banking and Insolvency, Oil and Gas, Telecommunication Law and litigation.
He wrote several books and has to his credit over 250 published articles.
Onagoruwa held a doctorate degree in Law.

Fire Attack On Kuje Prison In Abuja

A major fire has engulfed in several buildings inside Kuje prison, Abuja. The fire reportedly started around 10:45 am.
A group calling itself the Prisoners Against Injustice in Nigeria (PAIN) has claimed responsibility for the fire. PAIN made the claim in a handwritten statement posted on the prison notice board before it was hurriedly removed by the prison authorities.
PAIN said the attack was meant to draw the attention of the world to the pathetic state of prisons and corruption within prison services.
The terse statement described the recent death on Tuesday, June 27 of Samuel Mba, an inmate awaiting trial but remanded in Kuje prison for the past four years as the last straw. The group blamed Mr. Mba’s death and that of many other inmates on gross negligence, corruption and the lack of basic medicines and equipment to treat emergencies and routine health challenges.
PAIN said that in spite of the huge annual budgetary allocation to the Nigeria Prison Service, inmates must buy medicines through prison staff and seek funds to treat serious conditions in healthcare facilities outside the yard. Those who are unable to afford health services are left to their fate, with many dying.
PAIN described the prison clinic building as a carcass housing non-functional equipment to deceive visitors. They said the dead equipment served only as ornaments and storage shelves.
PAIN also said they burnt down the overcrowded cells to ensure that spacious replacements ideal for human habitation is built.
The group also blamed Nigeria's criminal justice system, adding that there was a different law for the rich and influential, and another for the poor masses. "Corrupt politicians who have looted the treasury only spend a few days in prison and are given special treatment while the poor man who stole a mobile phone is awaiting trial for years without bail,” said PAIN. The group added, “While corrupt judges have never stepped their foot into the cells as inmates, their trials are speedy and they have not been made to face the same fate they have subjected so many others too,” the group added.

Gov. Ondo Akeredolu Of Ondo To Swear In Kinsman, Justice Akeredolu, As Acting Chief Judge

Governor Rotimi Akeredolu of Ondo State is on the cusp of swearing in a new acting Chief Judge for the state despite intense pressure for the appointment of a “substantive Chief Judge”, SaharaReporters has exclusively learned.
The appointment of the new acting Chief Judge is coming after the long expiration of the tenure of the embattled acting Justice Temitayo Osoba. Justice Osoba held on to the office in spite calls for her resignation.
Justice Osoba has been mired in a scandal over forgery of her academic records and falsification of her age in order to retain the acting position of the Chief Judge of the state.
A highly placed source in the state government confirmed the latest development in a conversation on Friday. He added that the new acting Chief Judge had been contacted to take up the new position from Ms. Osoba.
The source revealed that the new acting Chief Judge also hails from the same local government area as Governor Akeredolu. According to the source, the acting CJ is the state's most senior justice and next in rank to Justice Osoba.
“The name of the new acting Chief Judge is Justice Olarenwaju Oluwatoyin Akeredolu and she is also from the same Owo Local Government Area as the Governor," our source said.
He added: "Justice Akeredolu is the second most senior after Justice Temitayo Osoba whose academic record is currently being challenged at the High Court because of her alleged age falsification.
“Justice Akeredolu is also regarded as having a clean academic record." The new choice for acting CJ is currently at the Ondo State High Court in Akure.
Our source said the state governor would most likely swear in Justice Akeredolu on Monday.
The position of a substantial Chief Judge of the state has been the source of controversy and dispute between senior judges of the state, with the President of the State Customary Court of Appeal, Folasade Aguda Taiwo, even showing interest in the office.
An authoritative source claimed that the planned swearing in of Justice Akeredolu was a way to ease out Justice Temitayo Osoba.
SaharaReporters learned that Ms. Osoba, who was appointed in acting capacity by ex-Governor Olusegun Mimiko, had made several moves to extend her tenure as the state's acting Chief Judge.
A case instituted to challenge Justice Osoba’s continued stay in office and alleged age falsification is still been heard at the Ondo State High Court in Akure.
SaharaReporters learned that Governor Akeredolu had already written Justice Osoba to urge her to prepare her “handing notes” before next week and in preparation for her exit from the office for the new acting chief judge of the state.
 Several sources at the state Ministry of Justice revealed that Ms. Osoba has been incommunicado since getting wind of her removal last week. 
“She has not come to the office since last week, not even to perform her official duties. And we noticed that her line has been off since Monday," a source in the state judiciary said.
A document obtained by SaharaReporters and dated June 20, 2017 showed that the National Judicial Commission (NJC) had directed the state to commence the process that would lead to the appointment of a substantive Chief Judge.
Signed by E.I Odukwu the NJC's director of Administration, the document specifically stated that Justice Aguda of the Customary Court should be allowed to participate in the running for a Chief Judge for the state.
Meanwhile, a source at the Ministry of Justice confirmed to our correspondent that Governor Akeredolu had not reconstituted the Ondo State Judicial Service Commission.
“And this is one of the reasons for the delay in the appointment of a substantive Chief Judge for the state. And now another acting Chief Judge is about to be appointed," said the source.
Last week, Femi Emmanuel Emodamori, a human rights lawyer based in Akure, the Ondo State capital, joined a chorus of people who have urged the governor to reconstitute the Ondo State Judicial Service Commission.
In an interview, he said constituting the commission was imperative in order to commence a selection process for the appointment of a substantive Chief Judge for Ondo state in line with section 197 of the 1999 Nigeria Constitution.
“The State Judicial Service Commission is established by Section 197 (1) (c) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended) and its composition is set out in Part 2 of the Third Schedule to the Constitution to include 'the Chief Judge of the State who shall be the Chairman; the Attorney-General of the State; the Grand Kadi of the Sharia Court of Appeal of the State, if any; the President of the Customary Court of Appeal of the State, if any; two members who are legal practitioners, and who have been qualified to practice in Nigeria for not less than 10 years; and two other persons, not being legal practitioners, who in the opinion of the Governor are of unquestionable integrity.
 “The powers of the State Judicial Service Commission, according to paragraph 6 of Part 2 of the Third Schedule, include advising the NJC on suitable persons for nomination to the office of the Chief Judge of the State.
“It is therefore imperative to reconstitute the Ondo State Judicial Service Commission immediately and appoint an Attorney-General who is a statutory member of the Commission to avoid a constitutional anomaly in Ondo State Judiciary," he said.
He added that the governor could appoint another acting Chief Judge for the state to avoid facing consequences from the National Judicial Commission, which directed that a meeting of the state Judicial Commission be convened to begin the process of a substantive Chief Judge.
